Flooding at city playing fields

Description
During the rain of 9/11/13 it became obvious that the drainage for the fields at the south end of Oneida St. was inadequate. Water from the entire park site was overwhelming other drainage possibilities and flowing to Oneida St. I was out in the rain observing.
